Non-compliance with the accessibility regulations
Most older PDF documents are not fully accessible to screen reader software. These documents do not meet the following success criterion:

- 1.4.5 Images of text
- 1.4.12 Text spacing
- 2.4.6 Headings and labels
Some older videos do not have captions. This fails a few of the WCAG 2.1 success criterion mentioned below:
- 1.1.1 Non-text content
- 1.2.2 Captions (Prerecorded)
- 1.2.5 Audio Descriptions (Prerecorded)
There are instances of low colour contrast identified by automatic accessibility checklist. This fails WCAG 2.1 success criterion1.4.3 (Contrast Minimum).
Some images do not have a text alternative, so people using a screen reader cannot access the information. This fails WCAG 2.1 success criterion 1.1.1 (non-text content). We plan to add text alternatives for all images by October 2020. When we publish new content we’ll make sure our use of images meets accessibility standards.
Disproportionate burden
The cost of changing some of the content we link to from this website would be disproportionately high. This includes some older videos which are not captioned, and some PDFs.

Some of our PDFs and Word documents are essential to the people who work for the organisations we support. For example, we have PDFs with information about local health and care services, programmes and projects, PDFs of meeting notes and PDFs or reports.

We do not plan to add captions to live video streams because live video is exempt from meeting the accessibility regulations.
What we’re doing to improve accessibility
We are working with Bradford Talking Media to ask them about West Yorkshire and Harrogate Health and Care Partnership websites and what we should do to make them more accessible.
We are also working with Mixd, the company who made and manage our website, to look at the parts of our website that are not accessible, and to make improvements to make our website more accessible in future.
